144th meeting of the bureau
1. Legislative initiative of the members of parliament (Z. Gabunia, A. Talakvadze, M. Jashi, B. OdiSharia, Al. Kantaria ), regarding the changes in Code of Administrative Offenses has been registered at the bureau. According to the initiative an article is added, which includes offenses with raised fines in case of Tbilisi municipality, such as:
The fine of 200 Gel (instead of 50 Gel) For damaging the appearance of Tbilisi municipality (Arbitrarily painting graffiti on a wall or other surface), and 1000 Gel fine (Instead of 500) for repeating the same action.
The actions, in the territory of Tbilisi, causing damage to yards, streets, parks and squares will be penalized. Fine will be increased for committing offence in the cultural heritage zone as well. The execution of these cases will be ensured by the appropriate services of Tbilisi City hall.
The Fine for external trading without an appropriate permit is increasing and will be 50 Gel (instead of 20 Gel). The article contains a new composition as well.

2. Legislative initiative of the members of parliament (Z.Gabunia, G.Enukidze, D. Songhulashvili), regarding the changes in the Law of Local Fees, has been registered at the bureau. According to the initiative:
The amount of fee imposed by sakrebulo will be calculated according to the development intensivity (coefficient-2) coefficient of the reporting area, instead of the area, provided by the new construction project.
The new amount of Fee is set : no more than 4 Gel for each square meter and for industrial facility constructions in the resort zone no more than 5 lari for each square meter.

3. Legislative initiative of E. Beselia and L. Gogichaishvili regarding the changes in the law of legal assistance, has been registered at the bureau. According to the initiative:
From January 1st 2019, Free legal assistance will be provided not only for Juvenile witness but for Juvenile person, who is being/needs to be enquired.
The Cases, when the juvenile person is a witness/person who needs to be inquired, of/regarding the crimes which are specified by the Criminal Code (Crime against life and health, crime against sexual liberty and inviolability, torture, torture threat, humiliating or inhuman treatment), are being added to the grounds, based on Free legal assistance is provided.
