For false testimony sanctions will become stringent

                      145th Session of the Bureau of the Parliament

  1. The initiative of executive branch, regarding the amendments to the law on Criminal code, was registered at the bureau. According to the amendment, stricter sanctions will be introduced for:

  • False information, false testimony for a false conclusion the imprisonment shall be for a term of 3 years (instead of  4 year), mercenary purpose or any other personal motives shall be punished by imprisonment up to 2-6 years (instead of  2-4), in cases, where charge is on heavy or/and gravy crime, the punishment shall be imprisonment up to 3-7 years instead of 2-6 years)

  • Refusal of a witness to give evidence shall be punished by imprisonment up to 6 years.

  • The sanctions were sorted by the gravity of the crime in cases of  concealing crime or failure to notify information about crime.

2.  The initiative of the government on the amendment to the Code of Administrative Offenses was registered at the Bureau under which, the owner of the object of mass gathering will be fined for the absence of mandatory insurance.

  • According to the amendment, the owner of the petrol or/and air station, engaged in business activities without mandatory insurance, shall be fined with amount of 1000 GEL multiplied with each non-insured object of that petrol or/and air stations

  • The owner of Hotel / Rest house with 100 or more placements, engaged in business activities without compulsory civil liability insurance, shall be fined with amount of 5000 GEL.

  • According to amendment, in case of repetition the fine shall be doubled.

3. The government initiative regarding the amendments to the law on regulation fee was registered at the bureau. According to the amendment: LEPL national agency for fossil will be given an authority to issue a subordinate law  normative act.

4. An alternative proposal on the government's initiative regarding the changes to the tax code (concerning the small business) by the faction "National Movement", was registered at the bureau.

5.  The initiative of Emzar Kvitsiani (Author: Zviad Tomaradze from ‘’Demographic Society of Georgia 21’’) regarding the amendments to the law on Criminal code was registered at the bureau.  According to which:

  • A new composition shall be added regarding – insulting religious feelings.

in particular:  Public expression of  hatred toward to: religious sanctities, religious organization, clergymen and believers, or/and publish or show materials which consider insulting religious feelings – according to the amendment shall be fined or  punished with imprisonment up to 1 year. Vandalizing any establishment of religious organization or other religious sanctities, to damage or inscription on them shall be fined, or punished with imprisonment up to 2 years.

6. The initiative of Roman Gotsiridze regarding the amendments to the law on National Regulatory Bodies was registered at the bureau. The amendment provides setting of ceilings for monthly wages of members and leading members /chairpersons of commissions of National Regulatory Bodies:

  • According to the amendment, the wages of member and leading member/chairperson of commissions shall not exceed the monthly wage of president of Georgia.
