147th meeting of the bureau
1. The MPs’ (Giorgi Kakhiani, Guram Matcharashvili) initiative on changes in the Rule of Parliament was registered at the Bureau. According to the amendment:
The Parliament of Georgia will make a decision on becoming a member of international parliamentary assembly or taking a part in the creation of new assembly. The mentioned decision will be made by the resolution;

2. The MP’s’ (Vano Zardiashvili, Rati Ionatamishvili) initiative on changes in the law on Common Courts and in the rule about the communication with the judges was registered at the bureau. The objective of the initiative is to execute the Constitutional Court’s decision (Omar Jorbenadze against the Parliament of Georgia). According to the initiative, the regulatory law on judges disciplinary proceedings will be annulled and the decrees will be moved to the law on Common Courts.

3. The government initiative regarding to the changes in the law on the National Bank of Georgia and Administrative Offences Code of Georgia was registered at the bureau. According to the amendment:
Payment in cash will be carried out by the principle of roundoff. The principle implies to rounding the sum up or down to the nearest 5 digit;
The administrative responsibility will be abolished for the breakings like entrepreneurs not carrying out the payment process with 1 Tetri accuracy;
The amendment will come into effect from 1 January 2019.

4. The government initiative regarding to the amendment in the Law on „ The Procedure for Registering the Citizens of Georgia and Aliens Residing in Georgia, for Issuing Identity (Residence) Cards and Passports of a Citizen of Georgia“ and further legislation was registered at the Bureau. The initiative includes:
Defining possibilities of registering and granting ID number to the legitimate inhabitants within the territories of Autonomous Republic of Abkhazia and Tskhinvali Region(former South Ossetia Region) until Georgia’s jurisdiction is fully restored,
By granting ID numbers, inhabitants should still hold the neutral personal document and/or neutral travel card, the possibility to be granted with Georgian citizenship, though they ought to choose the mechanisms to enjoy services, programs and privileges defined by law.
Noteworthy to admit the possibilities of granting the Special Industrial Status to legitimate inhabitants of Autonomous Republic of Abkhazia and Tskhinvali Region (former South Ossetia Region) but also registering taxpayer. Persons with the Special Industrial Status shall enjoy with the special taxation privileges.

5. The government initiative regarding to the amendments in the Law on “Consular Activities” including amendments on the definition of the Legal Entity under Public Law was registered at the Bureau.
