Initiative introduced by the government on the state inspector service is registered in the Parliament

1. Initiative of the government on the state inspector service introduces new laws and following changes. According to the initiative the new position of the state inspector will be created. The state inspector will be acquiring rights with personal data protection inspector. The discussions around the initiative should start from March 12. The initiative includes the following:

  • The state inspector should be elected for 6 years. A person who holds the position should be the citizen of Georgia and should hold a higher education degree in law. S/he should have a work experience of no less than 5 years in any of the following fields: justice, law-enforcing organs, human rights. S/he should have a high moral and professional reputation. The candidate will be selected by the competition commission.

  • The inspector should present the annual report no later than March 31. In addition, she should present a special report to Human Rights and Civil Integration Committee.

  • The Parliament of Georgia with the majority of the complete membership will have a right to summon the state inspector at the parliamentary or/and committee meeting.

  • The subordination in the criminal cases will be constituted. The authority of the inspector will apply to the representatives of the law-enforcement organs, as well as officials or leveled persons to the servant who commits another crime, which causes the death of a person who is held at temporary detention department or is being in a penitential institution.

  • The procedural supervising and overseeing of the investigating cases of the state inspector will be carried out by the prosecutor’s office of Georgia’s special unit for state inspector investigating cases. The same unit will ensure criminal prosecution and will support the state charge. The mentioned unit will be subordinated to the main prosecutor.

2. The initiative of the Healthcare and Social Issues Committee on the changes in the Civil Code of Georgia and Tax Code of Georgia was registered at the bureau. The goals of the initiative is to introduce social concessions to the parents of many children. The initiative includes the following:

  • According to the project the status of the parent of many children will be introduced. The status will be given to the persons who have (or have adopted) four or more children who are under 18 years old.

  • The government should work out and officially adopt the rules of social protection of the parent of many children.

  • The rules of termination or granting the status of the parent of many children will be constituted by the ordination of the government.

According to the initiative the changes will include the subsidies of electric energy for the families of many children. The family of many children who has 4 children will receive 20 GEL monthly. The families with 5 or more children will receive additional 10 GEL for every 5th child.

The parliament members’ initiative (Kakha Kuchava, Goga Gulordava) on the changes in the law On Traffic was registered at the bureau. The initiative includes the following change:

  • The change will add to the law the definition of the transport line. In particular, the transport line is defined as a line which is earmarked for the public transport.

4. The parliament member initiative (Koba Kobaladze) on the changes in the Law of Georgia on State Compensation and State Academic Stipends was registered at the bureau. The initiative includes the following change:

  • The person who is enrolled in the military reserve will maintain the right to get a state compensation/stipend. In addition, the right of the created compensation/stipend will not be terminated.
