1.The initiative of the Members of the Parliament regarding the amendments to the “ Tax Code” was registered at the bureau and the initiators indicate that it is caused by decision of the Constitutional Court . According to the amendments:

  •  The motion of the tax authority or the National Bureau of Enforcement on confirming the seizure of a person's property (including bank accounts) the court, instead of not having oral hearing, is required to consider oral hearing within 5 days

  • The amendment also envisages the right of the tax authority (if the tax authority has information that the person intends to avoid tax liabilities by transferring the assets to another person) to distribute taxpayer's property tax lien / mortgage only within the value of the assets envisaged by the specified condition, regardless of whether a taxpayer has a tax liability. After completion of urgent field tax audit, the tax authority is obliged to bring tax lien / mortgage payments in accordance with accrued tax debts (Proportionally).

2. The initiative of the Members of the Parliament( E. Beselia and G. Popkhvadze) regarding the amendments to the parliamentary regulation and trust group was registered at the bureau. The initiative arises from the new legislative amendments concering the State Inspector’s Office. In particular, according to the amendments:

  • The Rules of Procedure include the selection of the inspector, the termination of the authority, the submission of the report: Inspector shall be elected for 6 years, annually no later than 31 March  shall submit the report about the condition of the protection of personal data, the control of implemented activities in secret investigative operations and electronic communications identification data central bank, as well as the report about the state of investigation of criminal cases subordinate to the State Inspector's Office and on the activities carried out by the State Inspector on the previous year.

  • Once a year the State Inspector's Service shall submit the report  to the Human Rights Committee and Trust Group of the Parliament on the results of the control of the secret investigative activities envisaged by the Criminal Procedure Code under Special Law and Rules of Procedure, as well as  the relevant amendments shall be reflected in the law of Trust group

3. The initiative of MPs was registered at the bureau - draft law on social work.  According to the initiative :

  • The LEPL Social Workers Union is being created, where it is mandatory for social workers to unite and therefore to pay for the membership. The membership fee and the periodicity of payment shall be set up by the social workers union

  • The authority of the social worker and the principles of activity shall be determined

  • The Human Rights Committee approves the plan for implementing the above mentioned  law until 1 January 2019 and monitors the implementation of the plan.

  • The initiative establishes field competence for social workers. The powers of ministries and municipalities in the field of social work shall be determined

  • Requirements for the social workers shall be determined (education, etc.)

  • The social worker's certification system shall be implemented

  • Regarding the accompanying draft laws, the National Bureau of Enforcement shall become an authorized body to enforce a judicial decision concerning the transfer of a child or communication of a child with other parent or other family members. 30 social workers who will be added to the Ministry of Justice will be part of the National Bureau of Enforcement and they will execute these cases
