The draft law on the prolongation of the special rules for the land registration for 6 months was initiated at the Parliament

1.  The initiative of Otar Danelia and Irakli Shiolashvili Initiative on the amendments to the “Law on the Improvement of Cadastral Data and the Procedure for Systematic and Sporadic Registration of Rights to Plots of Land within the Framework of the State Project” was registered at the bureau, which envisages extension of the duration of law from 1 July 2018 to 1 January 2019.

2.    The government's initiative on the new law on energy efficiency was registered at the bureau. As the initiator suggests, it is mandatory to implement the energy directives on the energy efficiency of the buildings due to the establishment treaties of the "Energy Community" Agreement. According to the draft:

·    The minimum requirements to guarantee the energy efficiency of building including all new buildings, parts of the building, elements of the building, as well as buildings and their parts in case of significant reconstruction. (New Building - Building, which was requested to be constructed after 31 December 2019)

·       Nearly zero energy consumption buildings are innovation, namely, all new buildings must meet the criteria of almost zero energy consumption from 2029.

·       Certification of energy efficiency of a number of buildings shall be mandatory. Certification of the energy efficiency of the building is the owner’s responsibility and is carried out on the basis of an agreement with an independent expert.

·     An independent expert is a certified person or an accredited body authorized to certify the energy efficiency of the building or to inspect heating and / or cooling and air conditioning systems. Energy efficiency certificates of buildings issued by an independent expert and inspection reports of heating and air conditioning systems are subject to further inspection and verification.

·    From January 1, 2021, the responsibility for the violation shall be determined (Fines are defined as: the failure of the energy efficiency certification process, the failure to submit the energy efficiency certificate and / or violation of the rules of delivering the certificate, failure to disclose the Energy Efficiency Certificate in public to the visible place, failure to conduct the inspection of heating and air conditioning systems.

·      10 subordinate normative acts shall be adopted to establish the minimum energy efficiency requirements of buildings, the rules of inspection of the certification of energy efficiency of buildings and heating and air conditioning systems etc.

3.      The initiative on the amendments to the Law on Road Traffic (Gulordava, Khatidze, Kvaraia) was registered at the bureau. According to the amendments:

·   The validity of „C“, „CE“, „D“, „DE“, „C1“, „C1E“, „D1“ and „D1E“ driving license categories (subcategories) issued in between the period of April 1, 2006 and March 1, 2014 shall be retained until March 1, 2019 instead of September 1, 2018.

4. The initiative of Members of the Parliament (K. Kuchava, S. Makhatadze, K. Lursmanashvili, E. Machavariani, Z. Khutsishvili) on amendments to the Law on Water and the Code of Administrative Violation was registered at the bureau. According to the initiative:

·    The provisions of the adoption of technical rules approved by the resolution of Government of Georgia, which shall determine the discharge /acceptance of waste water and control mechanisms in the sewerage system (sewerage).

·         In case of discharging wastes in sewage system (sewage), and in case of discharge of waste water, the person shall be fined in the amount of 400 GEL, legal entity 1000 GEL and in case of repeating the violation – in the amount of 800 and 2000 GEL.

5.      The draft on the amendments to the Georgian state symbols and accompanying draft of amendments were registered at the bureau (G. Macharashvili, G. Kakhiani). According to the initiative:

·      Regulations determined by organic laws of Georgia concerning the state flag of Georgia and the State Coat of Arms of Georgia are unified in one legislative act.

·      The text and music of the national anthem of Georgia shall be defined.

6.      L. Tugushi, al. Tskitishvili, N. Kuprashvili and Z. Koridze's legislation proposal on the amendments to the law on the Prosecution Service was registered at the bureau. The legislative proposal envisages amendment to the rule of election of the Chief Prosecutor, as well as amendment to the rule of establishment of the Prosecutor Council. In addition, prior to the adoption of this law, the request of the suspension of term of office of Members of the existing Prosecution Board and the process of selection of the Chief Prosecutor is submitted. Committee on Legal Issues is the leading committee.
