The amendment to the budget of 2017 is initiated (106th session of the Parliamentary Bureau)

1. The Bureau has registered a government initiative to amend the budget of 2017. The amendment included changes in the budget revenues and expenditures, that are given below:

  1. Due to the amendment, the estimated profit tax currently consists of 740.0 million GEL, which is 59 million GEL higher than previously approved budget of the 2017.
  2. The estimated value added tax rate is defined by 4 020.0 million GEL, which is 241 million GEL higher than the initial plan for 2017.
  3. Estimated Excise indicator is 1 435.0 million GEL, which is 192 million less than the initial plan for 2017.
  4. The import tax rate was defined by 60.0 million GEL, which is less than 11 million GEL compared with the original plan.
  5. State budget assignments are increased by 305.0 million GEL and estimated as 11 720.5 million GEL

2. The Bureau registered G. Kakhiani's initiative, according to which the amendments to the law on social security guarantees of members of the constitutional court of Georgia should be made.

3. The bureau registered the initiative of the member of the Parliament of Georgia, Roman Gotsiridze (faction - united national movement), according to which the amendment to the budget code should be made:

The rule for calculating the total balance of the budget is as follows: "The difference between budget revenue and expenses is the operational balance of the budget, and difference between the operational balance and the non-financial assets and the difference between the financial assets amendments - the total balance of the budget"

As the initiator suggests, introduction of the methodology of deficit will result in the growth of the compound budget deficit. The compound budget deficit calculated by the new methodology does not exceed the 3% threshold defined by the Organic Law on Economic Freedom and retains 2,7% in the medium term.
